It's called, 'Three Lined Flat-faced Longhorn beetle. Say that 10 times quickly! Extremely destructive in a graceful intelligent way. Many trees in the California Baja Sur are host at this time of the year. The best way to tackle this problem is to go to your nearest University or Environmental Extension office and try to obtain a pheromone trap exclusive to this beetle. I found this one in the pool today and couldn't help but rescue it.
